That clearly states that it applies to the fund advisor only. He/she would be exempt from registering with the SEC as an advisor. It does not apply to the fund itself
It says in what you put up. "new exemption for investment advisors"

It's nice to have a lot of horsepower in the engine room but you need some in the wheelhouse too.
