It's a strange world as a relative has health insurance for the dog (an adopted mutt) and another pays $5K in vet bills for a newly adopted cat (from animal shelter). In the latter case, seems going back to the shelter to adopt more cats (say 2 to replace the one) would be a better outcome overall than paying the vet and companies like Elan. Seems this would be all discretionary spending.
