Pretty much. To commission some drilling and third part assays and reports could be done for less than millions. But, to develop an ore body, and attempt to delineate reserves takes muck work, time, and money. The latter of which they have not demonstrated any ability to raise.

Could they have raised much from selling Preferred B shares? Who knows.
