The indictment or criminal prosecution of a sitting President would unconstitutionally undermine the capacity of the executive branch to perform its constitutionally assigned functions.

The instances of obstruction of justice have been enumerated on this board repeatedly and the above guideline precludes indictment flor any of them, but NOT impeachment for any or all of them.
