Thats incorrect. Float is not used in the calculation of eps. Its the outstanding shares. Dilution refers to your ownership in the company and is impacted by an increase in outstanding shares. The float helps determine the abilty for you to buy/sell shares of the company.

The definition you described is just inaccurate.
