That's NOT TRUE.

For example, major retailer CVS:

In September 2014, CVS Health became the first national retail pharmacy chain to stop selling tobacco products in all of our stores because it conflicted with our purpose of helping people on their path to better health.

and then

CVS Health kicked things off by announcing that it would carry CBD topicals in roughly 800 of its stores spanning eight states in March.

and, as noted on this board by "super_trades"

I think CVS would qualify as a MAJOR retailer where "big tobacco" is NOT WELCOMED but Charlotte's Web IS.

I'm sure CVS is not the only counterexample to your claim that "big tobacco is sold everywhere CW is on the retail level" but it was the first that leapt to my mind.
