My spin on interpreting that comment from Innes is that the SAP is very close to being submitted. He's obviously being evasive, so its hard to say for sure. But it's the kind of thing that someone would say to a client if s/he was just collecting a couple of signatures before sending a document on its way to be filed.

When I asked Innes about SAP status, he said "it is well on its way" -- whatever that means.
