I think Trump knows the Reagan saying "we're from the Gov't, here to help" was not a good news thing -- yes, but it is the state and local governments that have the responsibility of caring for the citizens --
The feds have the responsibility of national defense, foreign relations, border control, commerce, money, etc.
Not education, not health maters, not housing etc.
