That is literally the companies responsibility of being public.

NO it isn't. He is responsible for putting out 3 Q's and 1 10k a year. He is responsible for announcing any material event as they happen. It is literally not the responsibility of the CEO of a public company to pump the company so that traders can get in and out quickly with a gain while screwing longer term investors.
