There is no shortage of dirt cheap trip shares available to buy... DBMM trades on the lowest tier grey exchange where it is nearly impossible to buy or sell shares!
DBMM was suspended and trades on the greys... there are no market makers. Orders are matched only! They need to be the exact same price and quantity to execute.
With a phoned in order, it can sometimes be possible to get one's brokerage firm (say eTrade, for example) to check their own internal orders and do a manual match of a different price or quantity if there is another of their customers with an outstanding order.
I could put up a buy for a million shares at $1/share. It would not fill, and it would not be indicative of anything... EXCEPT THE FACT THAT THAT IS THE WAY THE GREY MARKET TRADES!
Claims that a lack of order fills (assuming they are real) are indicative of a shortage of shares available is nonsense and only indicative of a lack of understanding of how the grey market works!
