There is no way everyone could follow that protocol and per individual probalby only half of them are critical, but there is no way to know what's working and what's not.

You don't understand - folks in care facilities are sedated to make them easier to deal with.

Implementing that protocol would require a dedicated staff member for every two or three patients.

Ain't gonna happen.
