The restricted shareholders are exposed to the risk that PBLS defaults so they have hedged that risk by shorting PBLS and will cover with their restricted shares.

If true, wouldn't they have to do this from outside the country or do some brokers allow shorting of penny stocks? It seems hard to believe they would want to do this since most restricted shareholders have a much brighter future if PBLS is successful. (dividends and guaranteed buyback price).
