I superimposed Short percent chart with 1 month chart for better comparison.

As share price fell to 1/24/19, so did the short percent down to 22%. After Friday-Tuesday's pop of near $.015 (probably with epic Short Covering), Short percent peaked and dropped down to 22% again today. For me, this is bullish indication with shorts likely to cover again (Maybe tomorrow) so bought back on today's dip.
