A share reduction can mean anything and it doesnt quit address their previous release for a reverse split. The only other thing it really mean is giving back shares to the treasury or a buy back. If it was either of the later then they sure were extremely vague about it.. why not just address it head on?? This needs to be addressed in a press release or filing..
