Just to clarify something in scenario 2.4 where multiple bids were given, disclosure was only required because company Z's bid was not the lowest. If company Zs bid had been the lowest disclosure wouldnt have been required....this is called an exception.
2.5 seems to indicate that in a bidding process the lowest bidder isnt necessarily required if there is established parameters in the bidding process that can justify why the related party was chosen. If this can be established, disclosure isnt required.
Basically scenarios 2.4 & 2.5 Show that there must be sound business justification for chosing a related party in a bidding process.
