In some sense we agree, all shorts whether there is a failure to deliver (i.e., the definition of a naked short) or not would show up in the total short volume. All shares of stock have CUSIP numbers, so they can be tracked for clearance and settlement via computerized trading and ensure there are no "counterfeit" shares being circulated in the market. And remember the "naked short" narrative started while NWBO was still a Nasdaq stock, not OTC.

Failure to deliver shorts are tracked by their brokers and DTS, so FINRA should have the data on naked shorts as well.

Logic has to prevail - if the capital markets were so ineffective at tracking a company's shares, the exchanges couldn't function since neither the listed companies' or the investing public (including Wall Street) would have no confidence in the accuracy or safety of the system.
