You're right. When I read that, I thought, this is absolute nonsense. An obscure OTC ticker is somehow going to qualify for a NASDAQ listing.

The Nasdaq's third tier, the AMEX can be just as bad, and last but not least, the OTC, it seems, are financial venues that reward failure.
