I see no way there is a significant deal without P3 data.
But, there are so many ways to do something. PFE and BMY loaned startup Portola $50M to keep their anti-anticoagulant drug (for Eliquis) on track in late development. Portola also received a $150M for a royalty deal from a capital provider. These deals were done post data disclosure but pre-approval. There typically has to be a high level of certainty to invest big. The only exception to the safe investing is competition by multiple bidders where the investment barriers are thereby lowered, or, the benefit/risk ratio is quite lopsided.
