I think the date will be before announcement (should be after since all other div stocks let holders know ahead of time so they can make arrangements) but think they announced it to appease crowd. Around this time there was major selling due to holders thinking they were going to reap benefits from Etelix only to find out they went their own way. So think it will be before announcement and after sell off.
