It isnt non sense at all mojo. If the DoD needs something that can not be found in the USA they will give a waiver. Some things the government is well aware of and dont require a waiver. One of those things is silk. Because it is well known that the USA really cant produce it at any sort of reasonable cost.

Silk is already allowed to be produced outside the USA for DOD contracts
