Presumably the idea was that Jaberian do a reverse merger of the shell with his own private company. Though as nodummy has pointed out, often the real idea seems just to be to pump a long dormant stock so the perps, who've frontloaded, can take quick profits.

In this case, it may be that the TA had expressed some skepticism about Jaberian's claimed control of the public shell.
