Company is definitely looking to increase value not decrease based on their press releases.

ERRR UMMM... what company would announce they are aiming for a lower value?

It's stinky pinky land.... there is no reason to assume/believe that the value of the stock will remain the same after the RS... it could pop a TINY bit after but it will fall after and it will be ugly.

Watched too many of these pinkies do an RS, to "help" stockholders...

and then end up in a worse place than where it started.
