Help please

Hello, I am new here, and looking for some information. I am looking for investors for a start-up, however, not now.
What I want to do is to offer everyone that invest (even if it is a single dollar) that they will be able to join a fund that will pay dividends after a year or so. It seems to me that it would be possible to set up a fund to do this? Does anyone have an idea on how to do so? Or who to contact to do so? Is it legal to do?
