One must remember that Israel uses 250,000 barrels of oil a day. 100,000 barrels a day go to the IDF. That makes this a national security issue. Israel will move heaven and earth to secure their oil supply for the IDF.

This is why I believe that Israel will build out, secure, and own the mid-stream. Israeli national security trumps over all regulations and red-tape. Once it starts, I would expect the mid-stream will be established extremely fast.
