I agree that spending tons of money on picking on them is money basically wasted, as there are tomatoes rotting in the fields in florida and avocados rotting in california as a result in the crackdown.
This is true and IMO can be fixed by increasing the amount visas granted to the farmers who need seasonal help. Where there's a will there's a way.
One landscaper I know hires and also provides living quarters for the workers and tells me getting enough visa's is a big problem for her.
