So was Siri, and it's been in general use since 2011. What your link does show is that "Hey Victoria" can be licensed by anyone. It isn't something Utopya invented.

Is it better than Siri, Alexa, or Google Assistant? Probably not. After all, those three are the hotshot developers, with major talent and big bucks behind them. And they all work very well.
