It is going to be last trading day in SEP when funds want to show everyone they are holding no junk.

For example Sep 28 1999 stat for S&P

1282.81 Open 1282.81 close

1283 High
1266 low

trin never left very far from 1.0 for the day

That was start of tech bubble blastoff without anything major but a short squeeze rally during the day
