In the last quarterly filing, it said the management attempted for a NASDAQ listing, but the SEC put up roadblocks, so they pulled the registration.

The Nasdaq's third tier, the AMEX can be just as bad, and last but not least, the OTC, it seems, are financial venues that reward failure.
