All one has to do sir is google problems with older refineries. There are many different articles with words like, EPA Orders, Violations, Excessive Emmisions. Under the article Chevron Refinery has history of fires and pollution releases, but thats par for the industry. It talks about the U.S Chemical Board investigators questioning why The 1970s - Era PIPE not being replaced. So it seems quite the opposite and the unfortunate thing is people get hurt.

It doesn’t take much for anyone to look into it and realize what is needed.
