Actually, you are wrong as can be. Those 40 year old refineries are state of the art and maintain to the highest standards. The problem is you don't understand anything about this business. You are not even familiar with the terms "turn around" or "shutdown". The Coastal refineries are multi-billion dollar facilities that spend more on maintenance annually than the proposes cost of this phase 1 of Jack's scam. They haven't remained in the same state for the past 4 decades, they go through constant modification and expansion. As for the "leaking" part; all plants will spring leaks. Mechanical seals and spiral wound gaskets fail, but there are maintenance personnel to replace them standing by. The leaks are not decay of pipe, pressure vessels, or boilers.
