There's a difference between the potential capabilities of EO Polymers and the documented operating parameters of a packaged device.

The slide you reference is referring to the potential capabilities of the material. The company has just put all of that potential inside of a packaged device and now we wait for the results.

If they prove that the packaged device has low drive voltage, low loss, and is reliable then we will see share price appreciation. My opinion.
