I think he is referring to the fact Alc isn't allowed to be sold everywhere. The feds left it up to the States and they voted.
For instance Jack Daniels is produced in a dry county in KY. No over the counter sales of Alc allowed.
I think this parallels cali, in the way different cities and counties are deciding if they will or won't allow the marijuana industry inside their boundaries. Even though the State has approved both rec and med, I highly doubt every place in cali will be mj friendly.
