I am not sure what you are comparing this to. California is no longer "dry". If you are saying that, for example, people from Idaho will not drive to California to buy MJ, then yeah for the most part you are probably correct. As you said, you would not drive from a dry county to a non-dry county to buy alcohol. But again, CA is no longer dry.
