The reason it is stopped from trading is that ALL shares of ONCI will be recalled, and cancelled. You don't 'rename' stock shares. Then, Hexagon shares will be issued to replace the ONCI shares, on a 1 for 1 basis, unless a split is involved, which is unlikely. That recall and reissue is what takes time, and the placeholder is the numerical ticker name. I have one of those right now.
