Now Trump has gone around telling everyone that he is worth somewhere between 4, and 10 Billion dollars. So now someone like himself qualifies for this special exemption of all tax liabilities.

Trump summons his attorney's and sets up his estate with this very tax, thereby leaving his heirs all of his money tax free. If you do not think that Trump is happy with this change in the tax code, then you really need to take a long rest. This benefits Trump both directly by alleviating him from all taxes, and it further benefits his heirs when they are no longer are concerned with using that inheritance to pay any taxes.
