I don't disagree with you to some degree. Some people see FTDs on stocks and think it is naked shorting. In some cases it is, but it is an MM with the client account, the client will cover the short with the underlying stock in the client account. I have seen that. This should not happen, but if FINRA asks the question, the MM will say they were selling the client stock in the wrong account. The MM has to have the net cap requirements to short it, the client is using the MMs Net Cap. That should not happen.
But there is no billionaire offshore shorting these stocks.
