Mike.....if one has thoroughly researched a stock and has determined that the stock is delinquent in their filing obligations there are strong reasons to NOT BUY that stock, one reason being that there is no current information on that company to make an informed decision about the company, and the second reason is that the SEC has a history since 1995 of suspending delinquent SEC Registered stocks.
FULL STOP on the first reason of not having current information on any of the company's operations. Anyone who buys a stock without current information is um.....how shall I say it discreetly.....NUTS to buy that stock for obvious reasons.
SECOND FULL STOP: The SEC suspends SEC Registered stocks that are delinquent in their filing obligations. Five minutes of research on the SEC Site would reveal that incontrovertible fact. If investors take the risks of owning a delinquent SEC Registered stock the risks are entirely borne by the investors.
Your example of WLSI is merely one (of many) lousy stocks that should satisfy the first FULL STOP....ie., don't buy a very dark stock that has no current information for over 7 years. The SEC expects ALL potential shareholders to access EDGAR and to educate themselves on the high risks of owning a severely delinquent SEC Registered stock. If WLSI was to begin a promo campaign or become involved in any suspicious activity the SEC would quickly suspend the stock. As long as WLSI remains a completely illiquid stock the stock also remains off the SEC radar and one day they will do another clean-up of severely delinquent SEC Registered stocks.
