You must work for an investment bank. Issuing shares costs about 8% in transaction costs. If we got billions in cash (since that is the figure you are using),there would be no need to raise cash at all.

I am amazed that people are too stubborn to admit the obvious, there is no advantage to getting paid in shares vs cash. None. Saying otherwise is fallacious.
