Trump Pushes Bill to Cut Number of Green Cards Issued by Half

WASHINGTON—President Donald Trump on Wednesday embraced a Senate proposal to cut the number of green cards issued annually by half, as part of his drive to reduce legal as well as illegal immigration into the U.S.
The measure, sponsored by Republican Sens. Tom Cotton of Arkansas and David Perdue of Georgia, would maintain the existing number of employment-based green cards issued each year, but would sharply reduce immigration based on family ties, and it would end a lottery that gives people from underrepresented countries a chance to emigrate to the U.S.
The issue divides Republicans. Those from the party’s pro-business wing generally support increased immigration, while others say newcomers provide unfair competition for U.S. workers. Mr. Trump’s presidential campaign advanced the second argument.
Mr. Trump met Wednesday morning in the Roosevelt Room of the White House with the two senators, giving the bill introduction—often a sleepy affair—a high-profile platform.
The bill would replace the existing system with an application process prioritizing high-skilled workers, English speakers and newcomers who are financially stable enough to avoid relying on the welfare system, Mr. Trump said. It would reallocate the 140,000 green cards currently available based on employment.
The bill also would deny green cards, also known as legal permanent residence permits, to some who are now eligible, including the adult children and extended family of current green-card holders.
“For decades, the U.S. has operated a very low-skilled immigration system,” Mr. Trump said. “It has not been fair to our people, to our citizens, to our workers.”
The president added, “This competitive application process will favor applicants who can speak English, financially support themselves and their families, and demonstrate skills that will contribute to our economy.”
The U.S. issues about a million green cards a year under current law. About two-thirds of those are issued to people with family ties to individuals already in the U.S., and fewer than one-fifth of the total are employment-based. The rest are issued via lottery, to refugees and on other grounds.
A Cotton aide said the sponsors estimate the legislation would decrease overall immigration to about 638,000 in its first year—a 41% drop—and to about 540,000 by its 10th year—a 50% reduction.
The proposal is unlikely to advance. An earlier version of the bill, introduced in February, didn’t attract broad support. This type of legislation needs 60 votes to surmount a filibuster, with Democrats and some Senate Republicans likely opposed. Many lawmakers support the family-based immigration rules, which aid those already in the country who want to bring loved ones to the U.S.

Anti-immigration organizations praised the bill on Wednesday. The proposal “will do more than any other action to fulfill President Trump’s promises as a candidate to create an immigration system that puts the interests of American workers first,” said Roy Beck, president of NumbersUSA, which supports reduced immigration, in a written statement.

Sean Spicer Resigns as White House Press Secretary

WASHINGTON — Sean Spicer, the White House press secretary, resigned Friday after telling President Trump [ https://www.nytimes.com/news-event/donald-trump-white-house ] he vehemently disagreed with his appointment of Anthony Scaramucci [ https://www.nytimes.com/2017/07/20/us/politics/trump-scaramucci-communications-director.html ], a New York financier, as his new communications director.

After offering Mr. Scaramucci the job on Friday morning, Mr. Trump asked Mr. Spicer to stay on as press secretary, reporting to Mr. Scaramucci. But Mr. Spicer rejected the offer, expressing his belief that Mr. Scaramucci’s hiring would add to the confusion and uncertainty already engulfing the White House, according to two people with direct knowledge of the exchange.

Mr. Spicer’s top deputy, Sarah Huckabee Sanders, will serve as press secretary instead.

The long-anticipated resignation rattled an administration already reeling from the most trying two-week stretch of Mr. Trump’s presidency. The president’s health care effort foundered in the Senate last week, and next week promises no respite, with his son Donald Trump Jr. and son-in-law, Jared Kushner, due to testify before Congress on questions about their contacts with Russia.

If the moves amounted to a kind of organizational reset, it was not part of a pivot or grand redesign. The president, according to a dozen people familiar with the situation, meant to upgrade, not overhaul, his existing staff with the addition of a smooth-talking, Long Island-bred former hedge fund manager who is currently the senior vice president and chief strategy officer at the Export-Import Bank, which he joined just last month. His rapport with the president establishes a new power center in a building already bristling with rivalry.

Despite the move, the immutable reality of the Trump White House remains the same: The president has no intention of changing his behavior — he merely believes his communications staff needs to defend him better — and Mr. Scaramucci even suggested his role would be to unshackle an already unfettered president.

“I think there’s been, at times, a disconnect between the way we see the president and how much we love the president and the way some of you perhaps see the president,” Mr. Scaramucci said during a news conference that kicked off with his announcement of Ms. Sanders’s new job.

“I certainly see the American people probably see the president the way I do,” he added, contradicting a raft of recent polls showing Mr. Trump’s approval rating below 40 percent nationally. “But we want to get that message out there.”

In a statement on Friday night, Mr. Trump said, “Anthony is a person I have great respect for,” and went on to describe the problem he hopes he will solve. “We have accomplished so much, and we are being given credit for so little,” he said. “The good news is the people get it, even if the media doesn’t.”

In a tweet late Friday, Mr. Trump also called Mr. Spicer “a wonderful person who took tremendous abuse from the Fake News Media - but his future is bright!”

Mr. Spicer’s departure ends an excruciating saga even for a highly factionalized White House riven with intrigue. He had hoped to last a year as press secretary. He quit after six months and a day.

A former spokesman and strategist for the Republican National Committee, Mr. Spicer was a frequent target of the president’s ire during the first few months of the administration. He attained a notoriety unusual for a presidential spokesman, his combative style spawning a caricature on “Saturday Night Live [ https://www.nytimes.com/2017/05/14/arts/television/snl-melissa-mccarthy-sean-spicer.html ].”

Mr. Trump expressed gratitude for Mr. Spicer’s service in a statement and predicted that Mr. Spicer will succeed in the future. “Just look at his great television ratings,” he said.

The resignation is a blow to the embattled White House chief of staff, Reince Priebus, the former Republican National Committee chairman who brought Mr. Spicer into the West Wing despite skepticism from Mr. Trump, who initially questioned his loyalty. Mr. Scaramucci described his relationship with Mr. Priebus as a brotherly one where they “rough each other up,” and he called Mr. Priebus a “good friend.”

During the transition, Mr. Trump had planned to appoint Mr. Scaramucci, 53, a Harvard Law School graduate, as the director of his office of public liaison, but the offer was revoked at the request of Mr. Priebus, who had concerns about Mr. Scaramucci’s overseas investments. An aide to Mr. Priebus said he had not blocked it, but merely tried to slow it down.

Mr. Scaramucci’s appointment came two months after the previous communications director, Mike Dubke, stepped down as the official in charge of Mr. Trump’s messaging. The eventual appointment of Mr. Scaramucci was backed by the president’s daughter Ivanka, Mr. Kushner and the commerce secretary, Wilbur Ross, officials said.

Mr. Kushner has grown increasingly critical of both Mr. Spicer and Mr. Priebus, whom he regards as party establishment figures who operate out of self-interest. He also supported Mr. Trump’s decision to supplant Marc E. Kasowitz as his lead attorney on matters pertaining to Russia, according to people familiar with the situation.

Mr. Priebus and Stephen K. Bannon, the president’s chief strategist, both strongly opposed the appointment of Mr. Scaramucci — in large part because he enjoys an easy banter and direct line to Mr. Trump, potentially threatening their positions, four people briefed on the discussions said. People close to both men insisted they had not opposed the move by the president.

Mr. Trump, aggravated by their opposition, dressed the pair down in a testy Oval Office exchange around the time he decided to offer Mr. Scaramucci — known in Trump’s circle as “The Mooch” — the job.

The president, according to three people with knowledge of the situation, said one of the reasons he hired Mr. Scaramucci was to cut down on anonymous leaking — and took a swipe at his two advisers.

He asked them how the leaks were happening, according to a person familiar with the discussions, and called Mr. Spicer a “good guy” who leaks only when told to by Mr. Priebus.

Mr. Scaramucci met with Mr. Priebus on Friday, according to a West Wing official, and the two agreed to work together. When the pair joined Mr. Spicer in the second-floor office of the press secretary in a show of unity, applause could be heard echoing down the hallway.

But senior officials, including Ms. Sanders, were said to be stunned by the sudden shuffle.

While Ms. Sanders will preside at the daily briefing most days, Mr. Trump has told his advisers he is open to rotating new people into the slot. He is said to be especially high on Sebastian Gorka, a blustery foreign policy official who has been accused of having ties to far-right groups in Europe.

During the transition, Mr. Priebus and Mr. Spicer stocked the press shop with their associates from the Republican National Committee, rankling Trump campaign loyalists who reminded the president that Mr. Priebus had suggested he drop out of the race after an “Access Hollywood” tape [ https://www.nytimes.com/2016/10/08/us/politics/donald-trump-women.html ] of Mr. Trump’s comments about women became public.

Mr. Priebus urged Mr. Trump to hire Mr. Spicer and another lieutenant, Katie Walsh, as deputy chief of staff. But Ms. Walsh left the White House after a short time when Mr. Kushner and other West Wing officials forced her out, without Mr. Priebus objecting.

Mr. Trump and Mr. Spicer did not have a close relationship, but the two spent hours together and Mr. Trump said he felt sorry for the ridicule his press secretary received because of his portrayal on “Saturday Night Live [ http://topics.nytimes.com/top/reference/timestopics/subjects/s/saturday_night_live/index.html ].” He repeatedly told aides to convey to Mr. Spicer that he wanted him to stay.

But by the six-month mark of Mr. Trump’s presidency, both men had had enough of each other.

In recent weeks, Mr. Trump had told people that Mr. Spicer was no longer “tough,” one of the harshest insults he can level. And Mr. Spicer told friends he was tired of being blindsided by Mr. Trump, and weary of Mr. Trump’s constant criticism. He instituted the highly contentious practice of holding off-camera briefings, less so to snub reporters than to avoid Mr. Trump’s critiques of his performance, according to one of Mr. Spicer’s friends.

The end came in operatic fashion, befitting Mr. Scaramucci’s namesake — a stock character in Italian musical theater. As Mr. Scaramucci made his big entrance, Mr. Spicer exited quietly, disheartened that the president never quite appreciated his performance.

Texas man shoots armadillo, gets hit in face by bullet ricochet

DALLAS (Reuters) - An East Texas man was wounded after he fired a gun at an armadillo in his yard and the bullet ricocheted back to hit him in his face, the county sheriff said on Friday.
Cass County Sheriff Larry Rowe said the man, who was not identified, went outside his home in Marietta, southwest of Texarkana, at around 3 a.m. on Thursday morning. He spotted the armadillo on his property and opened fire.
"His wife was in the house. He went outside and took his .38 revolver and shot three times at the armadillo," Rowe said.
The animal's hard shell deflected at least one of three bullets, which then struck the man's jaw, he said.

President Trump’s personal attorney Jay Sekulow was on his weekday radio show earlier this month, defending the president vociferously, when he took a pause to highlight a charity that has brought Sekulow and his family millions of dollars.
“Let me take off the hat of the president’s lawyer and put on the ACLJ hat,” he said, using the acronym for the American Center for Law and Justice. His June 16 program then cut to a plea for donations from audience members listening on 850 stations nationwide. “Now, more than ever,” a narrator said, “you need the ACLJ on your side.”

Before Trump hired him, Sekulow had built a powerful charity empire, leading a team of ACLJ attorneys who jump into high-profile court battles over such hot-button conservative issues as religious liberties and abortion. The ACLJ promotes its work zealously, noting that its representation is free of charge and dependent on the donations of supporters.
That brought in nearly $230 million in charitable donations from 2011 to 2015 — and millions of those dollars ended up going to the members of the Sekulow family or their companies, a Washington Post analysis of IRS tax filings and business records in five states and the District found.


Through a complex arrangement involving ACLJ and another charity, $5.5 million was paid directly to Sekulow and five family members in salary or other compensation, tax records covering those years show. Another $7.5 million went to businesses owned by Sekulow and his sister-in-law for producing and consulting on TV, movie and radio shows, including his weekday program, “Jay Sekulow Live!” And $21 million went to a small law firm co-owned by Sekulow, records show.
The public face of the two nonprofits is the ACLJ [ https://aclj.org/ ], the charity started by televangelist Pat Robertson in 1990 and known for its defense of Christian causes before the Supreme Court. Sekulow is its chief counsel.
But in 2011, the ACLJ formalized an arrangement that first routes donations solicited in its name to the other nonprofit, Christian Advocates Serving Evangelism, tax filings show. The latter charity is controlled entirely by Sekulow, his wife and his two sons, who serve as the only voting members on the board. The ACLJ relies on the family-run charity for nearly its entire budget, $53 million in 2015, meaning the Sekulows effectively control both charities, nonprofit experts said.
Sekulow and his family members did not respond to messages seeking comment.
There has been no accusation that either charity has violated federal law, which bars people with influence over nonprofits from deriving “excess benefits” from them. Robertson, who remains president of the ACLJ board, defended the arrangement in a statement to The Post.
Independent accountants review the nonprofits annually, Robertson said, and the IRS has found them to be “in full compliance with all applicable tax law.”
“The financial arrangements between ACLJ, [Christian Advocates Serving Evangelism] and all related entities have been reviewed by outside independent compensation experts and have been determined to be reasonable,” he said.
Over two decades, Sekulow and his charities have faced criticism from watchdog groups. The charities have not responded to annual requests by the Better Business Bureau and CharityWatch to voluntarily release financial data and to clear up inquiries that members of the public have sent to the watchdog groups.
The two charities are not accredited by the Evangelical Council for Financial Accountability, a financial standard-bearer for over 2,000 Christian charities nationwide.
Tax and nonprofit experts who reviewed recent disclosures by the charities’ at the request of The Post raised concerns about the family members’ salaries and said the charities do not meet the highest standards for transparency and accountability.
The composition of the board of Christian Advocates Serving Evangelism — four members of the same family, all paid — violates BBB standards calling for at least five independent board members and no more than one who receives a financial benefit from the charity, said Bennett Weiner, chief operating officer of the BBB’s Wise Giving Alliance.
Also, they said, it is highly unusual for a group’s chief counsel to receive money in the many ways Sekulow and his firms do.
“It’s more like a family business than a public charity,” said Daniel Borochoff, president of the American Institute of Philanthropy, which runs CharityWatch. “You would have to have a lot of trust in this family in order to want to give them your money.”

Trump Assigns White House Team to Target Iran Nuclear Deal, Sidelining State Department

Unhappy with Tillerson over Iran, the president is turning to trusted aides.

After a contentious meeting with Secretary of State Rex Tillerson this week, President Donald Trump instructed a group of trusted White House staffers to make the potential case for withholding certification of Iran at the next 90-day review of the nuclear deal. The goal was to give Trump what he felt the State Department had failed to do: the option to declare that Tehran was not in compliance with the agreement.
“The president assigned White House staffers with the task of preparing for the possibility of decertification for the 90-day review period that ends in October — a task he had previously given to Secretary Tillerson and the State Department,” a source close to the White House told Foreign Policy.
The agreement, negotiated between Iran and world powers, placed strict limits on Tehran’s nuclear program in return for lifting an array of economic sanctions.
On Tuesday, Trump relayed this new assignment to a group of White House staffers now tasked with making sure there will not be a repeat at the next 90-day review. “This is the president telling the White House that he wants to be in a place to decertify 90 days from now and it’s their job to put him there,” the source said.
FP spoke with three sources who were either invited to take part in the new process or were briefed on the president’s decision on certification. All described the new process as a way to work around the State Department, which the president felt pushed certification forward by giving him no other options.
All three sources said Trump specifically asked Tillerson at the previous review to lay the groundwork for decertification — which the sources said Tillerson failed to do.
Trump “is resolved to not recertify deal in 90 days,” said a second source with detailed knowledge of this week’s meeting and the aftermath.
The three sources said it’s too early to tell how this will play out, stressing that all that is certain is that the staffers have gotten a new assignment and there won’t be any more details until after the first meeting, tentatively scheduled for early next week.
Trump’s decision follows months of friction between the White House and State Department over how to handle the Iran nuclear agreement, which Trump denounced as a presidential candidate. The administration was mired in similar divisions in April, when it had to decide whether to certify that Iran was complying with the deal. Every 90 days, the United States has to declare whether Iran is abiding by the agreement and whether sanctions that were waived should remain lifted.
On Monday morning, work was on track for the administration to again certify that Iran was meeting the necessary conditions, but the president expressed second thoughts around midday. A meeting between Trump and Tillerson that afternoon quickly turned into a meltdown.
A third source with intimate knowledge of that meeting said Steve Bannon, the White House chief strategist, and Sebastian Gorka, deputy assistant to the president, were particularly vocal, repeatedly asking Tillerson to explain the U.S. national security benefits of certification. “They repeatedly questioned Rex about why recertifying would be good for U.S. national security, and Rex was unable to answer,” the source said.
“The president kept demanding why he should certify, and the answers Tillerson gave him infuriated him,” the source added.

Sessions discussed Trump campaign-related matters with Russian ambassador, U.S. intelligence intercepts show

Russia’s ambassador to Washington told his superiors in Moscow that he discussed campaign-related matters, including policy issues important to Moscow, with Jeff Sessions during the 2016 presidential race, contrary to public assertions by the embattled attorney general, according to current and former U.S. officials.

Ambassador Sergey Kislyak’s accounts of two conversations with Sessions — then a top foreign policy adviser to Republican candidate Donald Trump — were intercepted by U.S. spy agencies, which monitor the communications of senior Russian officials in the United States and in Russia. Sessions initially failed to disclose his contacts with Kislyak and then said that the meetings were not about the Trump campaign.

One U.S. official said that Sessions — who testified that he had no recollection of an April encounter — has provided “misleading” statements that are “contradicted by other evidence.” A former official said that the intelligence indicates that Sessions and Kislyak had “substantive” discussions on matters including Trump’s positions on Russia-related issues and prospects for U.S.-Russia relations in a Trump administration.

Sessions has said repeatedly that he never discussed campaign-related issues with Russian officials and that it was only in his capacity as a U.S. senator that he met with Kislyak.

“I never had meetings with Russian operatives or Russian intermediaries about the Trump campaign,” Sessions said in March [ https://www.washingtonpost.com/powerpost/top-gop-lawmaker-calls-on-sessions-to-recuse-himself-from-russia-investigation/2017/03/02/148c07ac-ff46-11e6-8ebe-6e0dbe4f2bca_story.html ] when he announced that he would recuse himself from matters relating to the FBI probe of Russian interference in the election and any connections to the Trump campaign.

Current and former U.S. officials said that that assertion is at odds with Kislyak’s accounts of conversations in two encounters during the campaign, one in April ahead of Trump’s first major foreign policy speech and another in July on the sidelines of the Republican National Convention.

The apparent discrepancy could pose new problems for Sessions as his position in the administration appears increasingly tenuous.

Trump, in an interview this week [ https://www.nytimes.com/2017/07/19/us/politics/trump-interview-sessions-russia.html (in full above)], expressed frustration with Sessions’s recusing himself from the Russia probe and indicated regret at making the lawmaker from Alabama the nation’s top law enforcement officer. Trump also faulted Sessions as giving “bad answers” during his confirmation hearing about his Russia contacts during the campaign.

Officials emphasized that the information contradicting Sessions comes from U.S. intelligence on Kislyak’s communications with the Kremlin, and they acknowledged that the Russian ambassador could have mischaracterized or exaggerated the nature of his interactions.

“Obviously I cannot comment on the reliability of what anonymous sources describe in a wholly uncorroborated intelligence intercept that the Washington Post has not seen and that has not been provided to me,” said a Justice Department spokeswoman, Sarah Isgur Flores, in a statement. She reasserted that Sessions did not discuss interference in the election.

Russian and other foreign diplomats in Washington and elsewhere have been known, at times, to report false or misleading information to bolster their standing with their superiors or to confuse U.S. intelligence agencies.

But U.S. officials with regular access to Russian intelligence reports say Kislyak — whose tenure as ambassador to the United States ended recently — was known for accurately relaying details about his interactions with officials in Washington.

Sessions removed himself from direct involvement in the Russia investigation after it was revealed in The Washington Post that he had met with Kislyak at least twice in 2016, contacts he failed to disclose during his confirmation hearing in January.

“I did not have communications with the Russians,” Sessions said when asked whether anyone affiliated with the Trump campaign had communicated with representatives of the Russian government.

He has since maintained that he misunderstood the scope of the question and that his meetings with Kislyak were strictly in his capacity as a U.S. senator. In a March appearance on Fox television, Sessions said, “I don’t recall any discussion of the campaign in any significant way.”

Sessions appeared to narrow that assertion further in extensive testimony before the Senate Intelligence Committee in June [ https://www.washingtonpost.com/world/national-security/jeff-sessions-set-to-testify-this-afternoon-before-senate-intelligence-committee/2017/06/13/ac5321bc-4fc6-11e7-91eb-9611861a988f_story.html ], saying that he “never met with or had any conversation with any Russians or foreign officials concerning any type of interference with any campaign or election in the United States.”

But when pressed for details during that hearing, Sessions qualified many of his answers by saying that he could “not recall” or did not have “any recollection.”

A former U.S. official who read the Kislyak reports said that the Russian ambassador reported speaking with Sessions about issues that were central to the campaign, including Trump’s positions on key policy matters of significance to Moscow.

Sessions had a third meeting with Kislyak in his Senate office in September. Officials declined to say whether U.S. intelligence agencies intercepted any Russian communications describing the third encounter.

As a result, the discrepancies center on two earlier Sessions-Kislyak conversations, including one that Sessions has acknowledged took place in July 2016 on the sidelines of the Republican National Convention.

By that point, Russian President Vladimir Putin had decided to embark on a secret campaign to help Trump win the White House by leaking damaging emails about Trump’s rival, Democrat Hillary Clinton, according to U.S. intelligence agencies.

Although it remains unclear how involved Kislyak was in the covert Russian campaign to aid Trump, his superiors in Moscow were eager for updates about the candidate’s positions, particularly regarding U.S. sanctions on Russia and long-standing disputes with the Obama administration over conflicts in Ukraine and Syria.

Kislyak also reported having a conversation with Sessions in April 2016 at the Mayflower Hotel in Washington, where then-candidate Trump delivered his first major foreign policy address, according to the officials familiar with intelligence on Kislyak.

Sessions has said he does not remember any encounter with Kislyak at that event. In his June testimony before the Senate Intelligence Committee, Sessions said, “I do not recall any conversations with any Russian official at the Mayflower Hotel.”

Later in that hearing, Sessions said that “it’s conceivable that that occurred. I just don’t remember it.”

Kislyak also was a key figure in the departure of national security adviser Michael Flynn [ https://www.washingtonpost.com/world/national-security/michael-flynn-resigns-as-national-security-adviser/2017/02/13/0007c0a8-f26e-11e6-8d72-263470bf0401_story.html ], who was forced to leave that job after The Post revealed that he had discussed U.S. sanctions against Russia with Kislyak even while telling others in the Trump administration that he had not done so.

In that case, however, Flynn’s phone conversations with Kislyak were intercepted by U.S. intelligence, providing irrefutable evidence. The intelligence on Sessions, by contrast, is based on Kislyak’s accounts and not corroborated by other sources.

Former FBI director James B. Comey fueled speculation about the possibility of a Sessions-Kislyak meeting at the Mayflower when he told the same Senate committee on June 8 that the FBI had information about Sessions that would have made it “problematic” for him to be involved in overseeing the Russia probe.

Comey would not provide details of what information the FBI had, except to say that he could discuss it only privately with the senators. Current and former officials said he appeared to be alluding to intelligence on Kislyak’s account of an encounter with Sessions at the Mayflower.

Senate Democrats later called on the FBI to investigate the event in April at the Mayflower hotel.

Sessions’s role in removing Comey as FBI director angered many at the bureau and set in motion events that led to the appointment of former FBI director Robert S. Mueller III as a special counsel overseeing the Russia probe.

Trump’s harsh words toward the attorney general fueled speculation this week that Sessions would be fired or would resign. So far, he has resisted resigning, saying that he intends to stay in the job “as long as that is appropriate.”
