Organizations are hierarchical. RO, being a Director of Investors Relations, doesn't have any "control", and can only "influence". He's the eyes and ears for the company and will tell them whats going on in the market, whats needed for the merger, etc. But DeQun Wang is the rest of the body and decision maker.
