I think he may have meant by the end of this quarter, not necessarily this month. But you never know it could be some kind of announcement will come by the end of the month. The Cantor Report states a Partnership or Partnerships will be on board by September/October. However the company could be in final negotiations as we speak, and make an announcement regarding the coming Partnership or group of Partnerships, at any time.
