He can do it under the law as long as he is not manipulating the stock price for his personal gain. If he tweeted that news and sold millions of his own shares for a profit then pocketed the money that would be his personal gain. If it turns out there is no news whatsoever then he would be guilty of manipulation. But define "monster news" and "epic run". If the PPS goes from .0003 to .0005 that's pretty "epic" actually. If TSLA PPS started the day at $300 and ended the day at $500 I can assure you it would be page 1 of the New York Times. Monster news could be anything. Now, here in sub-penny land monster news to us is a B/O or Merger but it's a pretty fungible term. He can talk up his company's stock to increase the market cap. Perfectly legal. Technically no different than a blue chip CEO saying his goal is to increase value for shareholders. But, there damn well better be news and it has to be something that you can at least make the argument that its news that would or should increase the PPS substantially.
