if they (or anyone else) held any disappointment that the arbitration decision did not yield a settlement with a 3G license, then they have no clue what the substance of the arbitration was about, or how it concludes.

My comment:

I think TC expected a settlement instead of an arbitration decision.

I knew if 3G was an issue in the arbitration ( and there was some debate whether it was or was not), I felt very strongly that there would be no settlement until after the decision. If TC made any mistake, it was not coming to the same conclusion.
