Not exactly. I'm sure the DOJ would like for all this to be over. The problem was that they were dealing with an unusually large number of perps, and they'd fled all over the world.
The much more recent Bandfield case worked out much better for them. It, too, featured a lot of defendants. But nearly all were arrested in the States (though not all were U.S. citizens) fairly quickly. And most agreed to plead guilty quickly.
