that's especially true in the past but
in recent years the DoD has been assisting the CG more and more as well as vice versa. One recent humanitarian operation was after hurricane Katrina the DoD sent an amphibious carrier operated by the Navy with 2500 marines and their helicopters on board plus the ship has extensive medical facilities. The reverse situation is DHS sending the CG to the Persian Gulf for combat search and rescue. The Navy can do that but the CG does it better and has better assets for it. The Navy doesn't have very many small ships anymore for one thing. What they call a destroyer is almost 10,000 tons the size of a WWII cruiser.(my DD was 2200 tons) There are many arguments but you get the idea, things have changed. Low priority granted but the time seems right.
