It's merely window dressing to give the impression of validation to the financial filings posted to OTC which are equally worthless, since they're not SEC filings.
Many lawyers have been hauled up on charges for knowingly submitting fake letters to companies that are fraudulent. At $500 or so a pop, it's easy money to just sign your name to a boilerplate letter.
