Yup Carl has been accumulating a position in DK (Delek Holdings) and they have 33.69 mm shares of 71.25 mm shares outstanding of parent ALJ so Delek controls the GP here and Carl would like to play.
However a quick look at the holders of 5% or more in DK does not show his name or any affiliate I am aware of.

I do see that four of Vanguard funds are involved and I am a long time Vanguard holder with confidence in their low fee structure and management.
Carl will be an asset to our refiners come Jan 20th.
A brave or risky investor may go to CVRR or CVI to cozy up to Carl. We have in the past and been burned by the performance, which Carl blames on RINS. We shall see what he gets done about that clearly political, dumb but sacred EPA regulation via farm bill.
