"Quebec is a crooked place?" And this is news to anybuddy? Quebec is more controlled by the Mafia than anyplace in the USA, and indeed any place in the world outside of Italy and parts of France.

I'd reprise my posts of years ago on the story of Frank Peroff (A Quebecois Mafioso) and how he made himself insulated against the DEA, IRS, SEC, and DOJ in the USA by 'cooperating' much as I suspect Tony Papa is with the AMF.

I can't easily find my materials on Peroff - they're likely left on the hard drive of an old PC in storage or on an archival backup DVD or CD somewhere. So in lieu of that stuph, all I can offer is a very tiny slice of Peroff's gambit from current weblinks. The executive summary of the story is that Peroff became an informant for the FBI and DEA, wound up getting so much dirt on the FBI, DEA, CIA, DOJ, and even the IRS criminal misdeeds and cover-ups that he made himself invulnerable. They couldn't touch him after that, and he knew he could do anything - he had de facto immunity - and he ran with it all over South Florida and elsewhere - committing endless crimes and scams while in witness protection and nobody - nobody in the US government anyway - could touch him. He became an untouchable criminal and used his links to the FBI, DEA, and IRS to be muscle against his competitors or anyone that was threatening to him or his 'businesses' which were principally criminal enterprises.

We don't hear much about Peroff since the '70s, and I suspect that's because the complete story would be extremely embarrassing and discrediting to these Federal agencies and their 'techniques' and disregard of the law (and entanglement in criminal activities themselves). After the Church Commission, I expect these agencies wanted to bury anything that might ever come up again in a similar proceeding in the future. IIRC, the State Dept was also involved in some of the Peroff matters, butt I can't recall how. I do remember that is was damned eye-opening to me.
