Cardinal’s niche are Communities between 5-20k. This is a little harder to measure in terms of crime – but if KJ had some verifiable locations we could look at the exact communities you are worried are going to steal the hubcaps off Redbird. My guess is absent of warring factions in the area stealing food and recruits these people are working and struggling together. It is more likely a neighboring warlord steals the system than cashes in the salvage. Water is precious in these areas otherwise Cardinal wouldn’t be there with their fancy system.
One location we supposedly know of is Dakar, Senegal with 2.5M pop. but this must not be a Redbird system, I’m too lazy to check and it’s too frustrating anyways with the lack of information but since I tried to get a sense of the place having never been there I’ll just take this guy’s opinion for now: “Guarded is a rather loose phrase because Dakar is a very safe city when basic precautions are followed.” http://www.transitionsabroad.com/listings/living/articles/livingabroad-dakarsenegal-africa.shtml
