USAR was issued a Desist Order in the State of Washington and fined (2005).

USAR was issued a Cease and Desist Order in the State of Maryland and fined (2007).

USAR was issued a Desist and Refrain Order in the State of California (2006). The Order was renewed in 2007.

All for securities fraud related to the promotions of "mines" in Arizona including the Congress Mine tailings. Cardinal Resources (CDNL) was USAR's technical support during this timeframe, without the benefit of being registered with the AZBOTR as professional geologists or engineers.

It is no wonder that CDNL does not include any of this on their corporate resume.

Are they still involved with John Owens (USAR) and his current company Vast Mountain Development? It appears they are.

As for their plan to pump and treat water from an underground mine (the Congress Mine again?) for use in reclamation and reuse of mine tailings? Bullshit. I'd like to see them try to get that permitted with ADEQ. Either the management of CDNL is naïve beyond belief, or they are deliberately promoting something that they know is unlikely to ever be permitted. And then there's that little issue with lack of registration with the AZBOTR.....

BTW, being a "nice guy" does not exempt one from crooked dealings.
